Canada's Correctional Service Commissioner requested in 1988 that a task force be established to review the issues of accountability and information within the Service.
Abstract
The refocus on correctional policies and operations has brought tangible benefits to Canada's Correctional Service. Managerial authority and responsibility are delegated to the level of management closest to correctional operations, and administrative support functions are more clearly seen as being in support of line operations. With the implementation of this decentralized managerial framework, there is a need to adjust the existing system of accountability and the reporting of information. The Correctional Service needs an improved accountability framework in order to better manage and control the Service, better meet multiple accountabilities to other government organizations, and better anticipate situations which may lead to a crisis. An operational information management system and an accountability framework are proposed which encompass program descriptions, performance criteria, performance expectations, and reporting requirements. Annexes provide supplemental information on the Correctional Service Commissioner's directive to review accountability and information requirements, operational management information reports, and work planning and budgeting.
