Results are presented from a survey by the Pennsylvania Commission on Crime and Delinquency that measured counties' use of intermediate punishment programs (IPP's).
Abstract
The survey was conducted as part of the implementation of Acts 193 and 201 which encourage counties to implement IPP's that ensure public safety and promote the efficient delivery of corrections services. The survey focused on the following program types: intensive probation supervision, victim restitution, community service, house arrest with no electronic monitoring, house arrest with electronic monitoring, work release and work camps, halfway residential facilities, psychiatric counseling treatment, and halfway and residential treatment facilities. Survey data cover program name and class, target population, program capacity, current program population, year implemented, annual cost, supervising program agency, and program contact person and phone number. Based on the responses of 65 counties, the survey found that 459 different IPP's are currently operating and more than 40,000 offenders are now supervised or seeking treatment in IPP's. The IPP used most by counties is partial/intensive outpatient drug and alcohol treatment. The program type used least by counties is house arrest without electronic monitoring. The average annual costs for IPP's is $800 per offender. There is no discernible pattern between program type and county size or geographical location. Appended tabular data
