The introductory chapter of this book discusses a general model for strategic planning; it addresses the difficulties of implementation by emphasizing the need for organizational leadership. Another author outlines the main Canadian trends that are relevant to policing and the options available to Canadians in the next century. The strategic planning process for a police department is detailed in terms of identifying values and developing a mission statement; the case of the Montreal Urban Community police is used as an example. A subsequent chapter reviews the impact of strategic planning in the American government and describes how the FBI plans strategically. Other aspects of strategic planning are considered in this volume including ways to assess an organization's strengths and weaknesses and the benefits of a community based strategy.
