Chapters on special challenges pertain to local drug control and organized crime. Topics related to departmental infrastructure cover the fostering of integrity; human resource management; information management; research, planning, and implementation; personnel and agency performance measurement; and equipment and facilities. Chapters on "external linkages" focus on the governmental setting, external resources, forensic sciences, and arrestee and lockup management. The concluding chapter discusses practical ideals for police management in the 1990's. 208-item bibliography
