This report deals with the activities of the State Commission on Judicial Conduct regarding complaints of ethical misconduct against judges of the New York State unified court system during the year 1990.
Abstract
In 1990, 1,184 new complaints were received. Of these, 972 (28 percent) were dismissed upon review, and 212 investigations were authorized. In addition 123 investigations pending from the previous year required completion. Of the 335 complains requiring investigations, the Commission dismissed 106 cases outright; dismissed 38 cases with letters of dismissal and caution; closed 5 cases upon resignation of 3 judges; closed 15 cases upon vacancy of office of 15 judges for reasons other than resignation; and in 14 cases disciplined 11 different judges by admonition, censure, or removal from office. One hundred fifty-seven cases were pending at the end of 1990. The biographies of Commission members, a history of the development of the Commission together with a description of its authority, and procedures are appended. 18 tables
