The "weed" portion of the program focuses on removing violent criminals from communities through law enforcement, prosecution, adjudication, and supervision; the "seed" portion of the program focuses on neighborhood redevelopment through rebuilding institutions and activities in communities. Elements of the program are multiagency leadership, coordination of activities, a police-community partnership, and the concentration of resources in a designated location. The strategies are suppression; community-oriented policing; prevention, intervention, and treatment; and neighborhood reclamation and revitalization. The bridge between the two program components is community- oriented policing, in which the police and the community cooperate to devise strategies and mount efforts to address community problems that bear upon crime. A seven-step process for beginning a Weed and Seed Program is outlined, and program possibilities for a Weed and Seed effort are listed.
