Participants discussed current practices, data collection procedures, guidelines for self-evaluation, national monitoring of programs providing alternatives to institutionalization, and the evaluation of program impacts. They explored conceptual issues and possible barriers to national monitoring and examined the feasibility of using a standard form as the basic data collection instrument. They also focused on the probable clients of outcome or impact evaluations and the criteria to be used in choosing projects for impact evaluations.
