The Panel on Youth of the President's Science Advisory Committee examined the attributes which are necessary for adolescents making the transition to adulthood and what type of institutions can fill these needs. The study is based on the premise that formal schooling cannot provide a complete environment nor offer all the opportunities for becoming adult.
Abstract
Environments for youth should consist of self-centered objectives involving cognitive and non-cognitive skills development. The environments must also offer activities directed toward other persons which are designed to promote the youth's social and cultural maturity. Some of the specific issues analyzed in the study include age segregation, grouping of the young by stage of development, the patterning of self-development, role segmentation, the scope of formal schooling, and the legal status of youth. Some alternative directions for change suggested in this volume involve changes in school structure, alternation of work and school, work organizations that incorporate youth, youth organizations, and opportunities for public service.
