This report presents a comprehensive overview of criminal justice trends and issues in the District of Columbia.
Abstract
The report contains information and statistical analyses of trends in law enforcement, the courts, corrections, parole, and juvenile justice for the past 5- and in some instances 10-year periods. It also includes characteristics of adult and juvenile arrestees and descriptions of criminal and juvenile justice processes. A special addition focuses on homicide and violent crime. In 1989, the District's crime rate reached 10,050 per 100,000 residents. Nearly one-fourth of the $3.3 billion budget for 1989 is earmarked for public safety and justice expenditures. Total adult arrests, the highest in a decade, increased 34 percent from 1980 to 1989. Total juvenile arrests numbered 5,925 in 1989, a 4-percent decrease from 1987. Juvenile arrestee drug test results showed a significant decrease in the percent of persons testing positive for one or more drugs from 1987 to 1989. The number of parole grants rose 61 percent since 1986, and parole revocations increased by 50 percent over the same period. 12 figures, 21 tables, and 3 appendixes
