The goals and guidelines for consistency in sentencing are defined in background information about SENTAC as well as the five-level continuum of supervision and sanctions for offenders. The report covers judicial compliance with standards set by SENTAC regarding level recommendations and compliance with length of sentence and the use of alternatives especially for drug offenses and misdemeanor sentencing. Trends in level 1, unsupervised probation; level 2, field supervision; level 3, intensive supervision; level 4, quasi-supervision; and level 5, full incarceration with 24-hour supervision are presented. Overall the total supervised population is increasing, particularly at the less expensive, non-incarcerative alternative levels. The study reports on truth in sentencing and offender rehabilitation in which numerous drug and alcohol program have been funded, and recommendations for additional programs for mentally retarded offenders, sex offenders, child support violators, and those in need of job placement and development are made. Recommendations deal with improved drug/alcohol programs, expanded rehabilitation programs, improved information system, and a review of the victims' role in sentencing.
