Nearly 82 percent of men and 91 percent of women in residence in Wisconsin adult correctional facilities on June 30, 1990 were serving new sentences; over half of the men were from white racial and ethnic backgrounds, while about 39 percent were black.
Abstract
Men were most frequently sentenced for unarmed burglary (17.7 percent), armed robbery (8.9 percent), other drug violations (8.6 percent), and first degree sexual assault (8.5 percent). Forgery (18.6 percent), other drug violations (14.4 percent), and theft (10.5 percent) were the offenses for which women were most often institutionalized. Men classified as assaultive offenders comprised 57.4 percent of the population. Of the women in residence, 43.1 percent were property offenders and 38.9 percent were assaultive offenders. Men were serving an average sentence of 11 years, while the average sentence of women was 6.6 years. The average age of men was 30.9 years, and the average age of women was 32.1 years. One-third of the men and women had some high school education but had not earned diplomas. Men had been institutionalized for an average of 26.4 months and women for 17.7 months. Men were more likely than women to have at least a moderate need for help in dealing with problems related to alcohol use. Two-thirds of the men and three-fifths of the women had at least moderate need for involvement in some type of drug abuse treatment program. About 20 percent of the men and women required assistance with problems related to mental health. Moderate or serious need for involvement in vocational training was noted for 76.3 percent of the men and 77.1 percent of the women. 20 tables
