Police administration is viewed largely as a personnel management problem, and human factors are considered to be more important than organizational forms and procedures. The handbook covers the establishment of police systems in England and the United States, the importance of police administration, and public attitudes. The organization of city police departments is also considered as well as the appointment, promotion, and removal of police officers. The handbook additionally explores police training, patrol operations, traffic regulation, detective services, special police services, arrests, and police compensation and welfare. The author makes a strong recommendation for higher police pay, improved police pension systems, better medical care, and increased sick leave allowances.
