A 7-member panel used a nominal group technique to examine the issue and subissues. This technique is a way of achieving agreement on an answer to a single, usually complex question through a process that alternates private work and open discussion. A rank order was developed for the most important trends and events likely to impact the issue. The panel analyzed each trend and event and then conducted a cross-impact analysis of events and trends; the maximum impact of each event on the remaining events and trends was forecast. The two strongest actor events were directly related to the level of police efficiency, i.e., an increase in violent crime and gang warfare. Policies were then developed to guide the police organization toward the desired and attainable future scenario. The strategic plan developed involved a wide range of tactics that included accelerated hiring methods and outside contracts with either the local Sheriff's Department or a collateral employment pool. A supplemental strategy created a strong reserve police corps. Techniques for transition management are presented. Appended supplementary information and data and a 33-item bibliography
