The study included a literature review and selected personal interviews. This research issued in a perspective of law enforcement's use of deadly force today as well as trends and events that could influence the use of deadly force by officers in the future. A situational analysis was conducted of the environment and internal strengths and weaknesses of the Huntington Beach Police Department. A Modified Policy Delphi was conducted to identify policies that could prevent or mitigate the normative scenario. Four policies were determined to be the most feasible and desirable. These are the development of a public awareness program, the establishment of a departmental values and ethics committee, the creation of a more definitive and restrictive deadly force policy, and training that focuses on violence reduction/intervention techniques.
