The Commission addresses every aspect of organized crime in relation to cocaine trafficking: the nature and composition of the groups involved; the social and medical damage wrought by cocaine; the sources and amount of the illicit income; and the methods by which income has been transformed into usable, "laundered" funds. As the testimony in this record shows, every aspect of the defense against organized crime's cocaine trafficking depends on all other components, and no partial response can possibly succeed. Source country eradication must be comprehensive, long-term, and visibly supported by a national commitment to effective interdiction, enforcement, and education devoted to eliminating demand.
