Operated programs are secure, limited secure, non-secure, and community based facilities and foster care, home-based intensive supervision, independent living, and community care. Custody entries are youth admitted for the first time, youth admitted on a new placement following discharge from a prior placement, and parole violators. Excluded are youth already in custody who receive a new placement order or a modification of an existing order. A juvenile offender is defined as a person 13 years old who is criminally responsible for murder 2nd degree or a person 14 to 15 years old who is criminally responsible for certain crimes of homicide, kidnapping, arson, assault, rape, sodomy, aggravated sexual abuse, burglary, or robbery and who is convicted in adult criminal court. Focusing on 1990 admissions to the Division, adjudication data is broken down by geographic, demographic, and facility placement distributions as well as the 10-year trend.
