This manual presents an overview of emergency-response and disturbance-control procedures for the Wisconsin State Patrol as well as specific procedures for certain types of emergencies.
Abstract
An outline of the response procedure traces steps for obtaining the governor's authorization for the implementation of emergency procedures. Procedures are also outlined for mobilization, command post, organization and command, operational techniques and tactics, the protection of vital installations and persons, administrative procedures, deployment, equipment, weapon use, communications, arrest procedures, and training. Another paper discusses the selection of emergency response team personnel. A section of the manual specifies the procedures for room and building clearance. This includes detailed procedures and diagrams for hostage negotiations. Procedures specific to natural or man-made disasters large enough to require State police intervention are described in another section. Topics discussed are policy, authority, background, types of disasters, notification, job descriptions, the involvement of various agencies, traffic control, training, and disaster-area security. Details are also provided for response to an emergency that involves the toxic threat of hazardous materials.
