NACRO contracts with 41 TEC's to provide training for about 4,700 adults and 1,300 young people. The association also operates 14 job clubs and other Employment Service initiatives. NACRO offers training in a wide range of occupational areas such as business administration, construction, motor mechanics, community care, hairdressing, printing, horticulture, and retail. It has experience in delivering special needs training in a wide variety of local climates and in adapting program designs, contractual processes, and delivery mechanisms to local requirements. TEC's use various methods to identify skill levels and training requirements of the local population, both employed and unemployed. While all TEC's insist that training providers achieve basic quality standards, few have systems for monitoring the suitability of services for special needs trainees. TEC's recognize the economic benefits of a local pool of labor with a broad range of basic skills and the need to prevent people from drifting from employability into damaging dependency. A checklist for operating and evaluating TEC's is provided.
