The general principles of the convention require that the signatories afford each other the widest measure of cooperation in the transfer of sentenced foreign nationals in accordance with convention provisions. Under the convention, a person sentenced in the territory of a signatory may be transferred to the territory of another signatory to serve the sentence imposed. To that end, the offender may express an interest in a transfer either to the sentencing State or the administering State. Transfer may also be requested by either the sentencing State or the administering State. Other convention articles detail the conditions and procedures for transfer.
