Difficulties were encountered in segregating juveniles from other inmates in some institutions. In addition, problems were experienced in implementing the three central features of the new regimes, a personal officer scheme, an emphasis on purposeful activity, and the practice of throughcare which aims to ensure that the offender maintains links with his or her family and community. In 1991, the prison service produced a sentence planning system for young offenders which offers guidance to staff who want to develop their roles as personal officers. It defines sentence planning as involving a look at the young offender's offending behavior, an analysis of the young offender's needs, matching the young offender's needs to the establishment's resources, and links with throughcare. The guide describes how, when, and by whom such planning should be carried out.
