This report describes the actions taken by national governments and international organizations to carry out the provisions of a 1988 United National convention that, among other recommendations, urged countries that are transit and receiving locations for illegal drugs to work alone and together to detect and control trafficking in illegal drugs.
Abstract
The convention also urged law enforcement efforts directed against legal drugs that are used illegally and the chemicals used in the production of heroin and cocaine. The 1988 Convention took effect in November 1990. By January 1992, a total of 55 countries and the European Economic Community had become parties to it. Seven major industrialized countries established a task force to monitor problems and recommend actions. In 1990, 25 countries and territories reported seizures of illicit substances. In 1991, the United States government recommended adding 10 substances to the list in the Convention. The International Narcotics Control Board recommended including these substances, except for some of their salts, on the list.
