The Edge-Group work project in Zwolle, Netherlands takes crime prevention into the young people's environment and identifies their needs. It uses community resources to provide the young people with opportunities to meet these needs and consists of four workplaces decentralized throughout the region. The young people control the process, but it is a labor intensive service. Another example of the needs-based approach is the Mission Locale, a youth services set up in France. Centers are set up to facilitate the employment and social integration of young people, especially those who are unemployed, homeless, or have difficulties with the education system. Information is provided on services available and on access to these services, and staff monitor the progress of young people through these services. The implementation of a skinhead clubhouse in Gruppen, Sweden under the supervision of a social worker is presented as an example of giving the young people control over their recreation and funding under certain restraints.
