These guidelines provide local juvenile detention facilities with information on how to develop policy and procedure manuals and include sample policies to illustrate the application of standards to administrative and operational issues.
Abstract
They are divided into three sections: development of policy and procedure, user's key, and sample policies and procedures. The guide to policy development contains a set of suggestions in terms of process, writing style, and format for development of policy and procedures. The user's key offers a detailed explanation of policy format. In the third section, samples comprise the major portion of the guide, and references for standards that have been addressed are included. All of the sample documents are applicable to a medium-sized detention facility. Topics covered include administration, financial management, personnel training and development, records, citizen involvement, security and control, safety and emergency procedures, rules and discipline, and juvenile rights. Services are categorized into food, sanitation and hygiene, medical and healthcare, intake and admission, juvenile services, communication, and release preparation and transfer.
