Forty-seven states, the Federal Bureau of Prisons, and the District of Columbia participated in the poll. Forty-six systems now have a temporary release system. More than 230,960 furloughs were granted in the 40 U.S. systems that provided figures, a 15-percent increase over the 1987 figures and a 35-percent increase over 1988 for all systems. Success rates of 100 percent were reported in 7 of the systems including Delaware, Illinois, Nevada, Michigan, Virginia, Washington, and Wyoming, whereas the others had 95 to 99.9 successful completion of furloughs. Information is provided regarding number of furloughs granted in 1990, number of inmates involved, number of furlough privileges revoked, and number of furloughs revoked for commission of a new crime or rules infraction for each State and Canada. The Federal Bureau of Prison reports a decline in furloughs from 17,860 to 5,245. Most of the changes in furloughs, especially elimination of furlough eligibility, pertained to men and women sentenced to life in prison. Other changes in furloughs include shortening of time, redefining criteria, and eliminating or regulating programs for certain types of offenders. 1 table
