Following a review of the history of the Washington State Patrol and the evolution of the TEAMS concept, the paper outlines how to implement the key principles, to monitor the process, and to move the Washington State Patrol to a participatory management philosophy. The initial experience in Washington State suggests that participatory management can be realized even in the highly bureaucratized setting of large police agencies. 5 notes and 25 references
