This article recounts the efforts of the Hennepin County Sheriff's Adult Detention Center (HCADC), which occupies nearly one-fourth of the ground floor and the fourth and fifth floors of the City of Minneapolis Municipal Building, to pursue every contingency plan, to expand into every viable square foot of space, and to explore all available options to cope with its growing population.
Abstract
Strategies to provide for the growing population on the part of the HCADC include budgeting millions of dollars between 1980 and the present to accommodate more bed space for inmates within the existing facility, implementing conservative prisoner selection and liberalized release policies, and annexing long-term pretrial inmates into out-of-state county jails and other correctional facilities. An intensive training program was implemented with the employment of new jail staff in 1984 as part of an accreditation program. As it is not possible to maintain the jail's safe operation with any combination of short-term remedies and to provide the same protection to the county's citizens, bonding was approved in 1989 and formal planning and design have begun on a new public safety facility.
