The monograph describes the offenders supervised by the Madison HRP, examines the supervisory procedures used by project staff, and outlines efforts to evaluate program effectiveness. All of the high risk offenders have committed a prior violent offense, and the majority have committed more than one violent offense. Three illustrations drawn from actual cases elaborate on the characteristics of these offenders. Offenders supervised by the HRO project had a considerable lower overall criminal conviction rate (5 percent) than the comparison group (29 percent) and were much less likely to be convicted of a violent crime (3 percent versus 12 percent). The evidence suggests that intensive supervision, as practiced in Wisconsin's HRP, has reduced significantly criminal behavior. 4 notes and 3 appendixes
