This report provides statistics on the activities of the probation service in England and Wales during 1990, along with comparable information for earlier years.
Abstract
Report chapters focus on probation, supervision under the Children and Young Persons Act of 1969, suspended supervision orders, money payment supervision, community service orders, aftercare, domestic supervision, reports and conciliation work, manpower, average caseloads and reports completed, and expenditures and costs. Statistical tables show the number of offenders who either began supervision during 1990 or were receiving supervision on December 31, 1990. The number commencing a probation order was the highest ever at over 45,000 in 1990. There was a further increase in the number who had previously been in custody, although the proportion remained at 38 percent of commencements in 1990. Community service commencements were also the highest ever at almost 37,800, but the proportion who previously served custodial sentences fell to 36 percent. Fourteen percent of those commencing a probation order had been found guilty of violence against the person or sexual offenses. Statutory aftercare commencements decreased by 10 percent between 1989 and 1990 to 24,500. Likewise, voluntary aftercare commencements fell by 13 percent to 24,300. Total court order supervision increased by 3 percent between 1989 and 1990, but total criminal supervision dropped by 1 percent. There was no change between the 2 years in the total number of persons receiving supervision in the community. The number of full-time probation officers rose by 21 percent between 1981 and 1990. The average court order caseload per main grade officer was at 14.7 in 1990. The cost of a completed probation order increased by almost 20 percent between 1988 and 1990, while the cost per completed community service order rose by 16 percent. 73 tables and 35 figures
