Major topics considered included how management will identify local Hispanic political groups, how to address employee concerns about affirmative action quotas versus merits concepts, and internal organization issues that will require special attention as a result of Hispanic political involvement. Probable events forecast included Federal and State funding contingent on a workforce reflecting the community's ethnic makeup, firm quotas for government agencies, the formation of a powerful national coalition of Hispanic groups, Hispanic politicians holding 40 percent of California's State-level elected positions, and a Hispanic governor. From these forecasts, three scenarios were developed. The desired scenario entails the involvement of police management in working with Hispanic political groups to promote Hispanic career development. This scenario will require a new philosophy and style of police leadership as well as policies for dealing appropriately with Hispanic political groups.
