In compliance with California Assembly Bill 2458, this report describes the California Department of Justice Central Information System on Missing Persons to provide the legislature with information that will assist in the formulation of policy to deal with the problem of missing persons.
Abstract
One section of this report provides an overview of the cataloguing system that maintains missing persons reports and dental charts submitted by local law enforcement agencies. This overview supplies a foundation for an understanding of the research design and statistical analysis components of this study. Another section summarizes the research methods used to conduct the statistical analysis of the missing persons information system. This summary includes a discussion of the study's research design, data collection strategies, and difficulties of gathering data on missing persons. A section presents the results of the statistical analysis with a comparison of the demographic, social, and legal characteristics of those persons reported missing who have been found and those who have not been located. The analysis also examines the events leading to the missing persons report, including location and reasons for disappearance. Report recommendations are designed to facilitate the maintenance of accurate information on missing persons. Missing persons reporting form and data collection instrument are appended.
