Following a review of the mandate, concept, and procedure of the commission, the report considers the definition of violence and enforcement of the State's monopoly on the use of force. Discussions of the phenomenology and extent of violence focus on the extent of violence as a whole and the phenomena and statistics of selected spheres of violence. The spheres of violence examined are politically motivated violence and violence in the streets and in public places, in the stadium, in the schools, in the family, and in the media. A section on the origin and explanation of violence considers violence as a result of dynamic feedback processes and special causes of violence in the various spheres. The concluding section of the report provides suggestions and recommendations for legislation, the executive, and the administration of criminal justice pertinent to the various spheres of violence discussed.
