The average sentenced population in 1990 was 35,500, 6 percent less than in 1989. The average remand population in 1990, including those in police cells, was 9,900, approximately 600 lower than in 1989. Between June 30, 1989 and 1990, there were decreases in the population of adult males for all sentence lengths up to 5 years. Those serving sentences of up to 18 months fell by 1,000 to 6,900. Between June 30, 1989 and 1990, the population of young offenders serving sentences of up to 18 months decreased by 12 percent, from 3,650 to 3,250, continuing the decrease from 7,750 in mid-1984.
