The Associate Commissioner of the Family and Youth Services Bureau of the Department of Health and Human Services describes the Administration's proposal to reauthorize the Runaway and Homeless Youth Act and to consolidate Federal programs for runaway and homeless youth.
Abstract
Under current law, three separate programs focus on runaway and homeless youth. These programs are the Runaway and Homeless Youth Program and the Transitional Living Program for Homeless Youth, and the Drug Abuse Prevention Program for Runaway and Homeless Youth. Together, these programs represent $63 million in Federal funding which is distributed among nearly 400 State and local public and private agencies. The reauthorization would replace the three programs with a single program with $63 million in funding to be allocated through competitive grants to agencies in each State, based on the youth population. This consolidated approach will allow for more comprehensive services to be provided and will incorporate drug prevention and intervention. In addition, the funding will support the national runaway hotline; training and technical assistance; and research, demonstration, and evaluation initiatives. All these programs will be coordinated with other Federal programs and services.
