Abstract
During the early years of independence, gangsters were subdued because the national leaders in power and in the opposition had strong moral values and personal integrity. As a result, people with criminal backgrounds did not dare seek election on party tickets. During the 1960's, gangsters increasingly gained control over politicians, and rulers now rely on gangsters for the success and stability of their rule. In addition, persons with criminal backgrounds have become leading government officials. Smuggling, liquor trafficking, drug dealing, prostitution, gambling, and gun running is now thriving in collusion with criminal politicians. Moreover, part of the police force has become involved in this crime. The police forces and the courts have been neutralized, and the government's reputation has been damaged. Therefore, responsible citizens and law enforcement must recognize the danger facing the country and must work to address the problem.
