The report focuses on six types of sex offenses defined by both the national and Wisconsin Incident-Based Reporting Systems. These are forcible rape, forcible sodomy, assault with an object, forcible fondling, incest, and statutory rape. A total of 6,742 offenses were reported. The average age of a victim was 16, and the median age was 14. Seventy- four percent of victims were juveniles, and 88 percent were female. Eighty-three percent of the victims were white, and 16 percent were black. Five percent of victims sustained a major injury; another 5 percent received minor injuries. Offenders were typically 6-8 years older than victims, with an average offender age of 22 and a median age of 19. Ninety-six percent of offenders were male; 71 percent were white. A dangerous weapon was used in 5 percent of the cases; no weapon was used in 82 percent. Eighty-nine percent of the assaults were committed by someone known to the victim; offenders were arrested in 53 percent of the reported cases. Among those arrested, 55 percent were referred to criminal court and 27 percent to juvenile court. Four percent of the assaults involved multiple offenders, usually two offenders.
