This report outlines a new approach to juvenile crime in England and proposes a different response to young people who offend; the basic argument is that public policy has not responded appropriately to young offenders and has not developed an acceptable framework for reducing juvenile crime.
Abstract
The report proposes several specific reforms to the criminal justice process in order to reduce the number of young people appearing before the courts, overcome certain criticisms of the courts, and eliminate the use of prison department custody for juveniles. Measures to reduce juvenile crime and integrate young people into local communities are identified. Specific attention is paid to the importance of schools and youth services in the integration process and also to the importance of both national and local approaches to juvenile crime prevention. A list of recommendations to enhance the juvenile justice system is offered. 15 references and 11 tables
