This article provides guidelines on how to develop information to be presented to the public so as to show the cost-effectiveness of a new or improved police building to ensure that police facilities are adequate for community needs.
Abstract
Making a persuasive case to citizens for an improved facility requires a demonstration that the current building is inadequate, a discussion on the cost of inadequacy, and the development of a detailed description of specific facility needs. Showing that the current building is inadequate requires the demonstration of how it fails to support operations. Once it can be shown that the current building is inadequate, thus creating payroll waste, then it must be shown what is required to make the facility adequate, what space and internal relationships are necessary to support operations, and the cost of making it adequate. A study that addresses these issues should include a personnel projection, an operational elements list, estimated space needs, operation adjacencies diagram, construction cost estimate, and site use diagrams.
