This pamphlet is designed to help judges and court administrators organize and maintain State and Federal judicial councils.
Abstract
State-Federal judicial councils date from the early 1970's. As an administrative organization, these councils operate by seeking consensus, providing an opportunity for different views to be heard, and allowing the development of mutually acceptable strategies. Topics that have been explored by councils include easing the strain between State and Federal court systems, sharing resources, and coordinating and standardizing procedures in State and Federal courts. Tips for organizing and maintaining a council deal with council size, meeting times, and council structure. Appendixes contain a bibliography of articles and other materials on State-Federal judicial councils, sample provisions for organizing council documents, sample forms for organizing councils, and Federal Judicial Center policy for reimbursing expenses for Federal judges attending State- Federal judicial council meetings.
