One opinion examines the scope of the prohibition in Section 582 of Public Law No. 101-167, the Foreign Operations, Export Financing, and Related Programs Appropriations Act for fiscal year 1990 and whether violation of or conspiracy to violate Section 582 is punishable as a criminal offense. Another opinion concludes that agents of the Department of Justice Inspector General can be considered "investigative or law enforcement officers" within the meaning of 18 U.S.C. Section 2510(7). The Office of Legal Counsel concludes that aircraft may be leased to foreign countries to assist in international narcotics control under the authority of subsection 506(a)(2) of the Foreign Assistance Act of 1961, as amended, 22 U.S.C. Section 2318(a)(2). An opinion holds that the Attorney General may require the Federal Parole Commission, a component of the Department of Justice for administrative purposes, to inform the Office of Policy Development of its regulatory initiatives and may also require the Commission to submit its proposed regulations to the Office of Information and Regulatory Affairs.
