A sharing work environment emerged in part because the Shelton Probation Office was a single team office with a clearly defined geographic area of responsibility and served only one court. The office encouraged resource building and the idea that probation team members were providers and facilitators of a network of groups and facilities. An effort was made to establish a community of people who shared a common sense of purpose and solidarity. Based on the teamwork success of the Shelton Probation Service, the author concludes that any proposal for innovation in client supervision in England's Probation Service should be evaluated in terms of whether it provides for continuity of care and whether it is administratively simple.
