The data presented here focuses on the population of, receptions into, and discharges from, Prison Service facilities in 1991. Specific chapters cover remand prisoners, young offenders who were sentenced before the age of 21 and who had not been subsequently reclassified as adults, adult male and female prisoners, noncriminal prisoners, fine defaulters, and life sentence prisoners. A separate chapter deals with segregated inmates, restraints, and special cells. Information previously included in this volume, including offenses against prison discipline, employment of inmates, and reconvictions, are now contained in other publications. This report summarizes legislation related to the consideration of trends in the data contained herein, describes data sources and accuracy, and outlines Home Office recording practices used in preparing this compilation. 116 tables
