The commission's recommendations are directed to the public and private sectors and to both individuals and institutions. Its agenda for the 1990s includes ensuring income security, improving health, increasing educational achievement, preparing adolescents for adulthood, strengthening and supporting families, protecting vulnerable children and their families, making policies and programs work, and creating a moral climate for children. Implementation of commission recommendations will cost approximately $52 billion to $56 billion in new Federal funds in the first year. Approximately $40 billion of this total is for the refundable child tax credit which provides tax relief to families rearing children. A minority of commissioners chose not to endorse the recommendations contained within the majority health chapter and thus do not endorse the $9.1- billion expenditures.
