The most effective way to improve the process of developing and providing useful technologies for Federal, State, and local law enforcement agencies would be to evaluate the issues involved in applications development from the perspectives of both users and providers.
Abstract
While all technical providers must understand user requirements and operational needs, conversely, users must appreciate the limits of technology. Key elements of the technology development process include: communication between users and providers, understanding of legal requirements, cost and policy limitations, and the roles of governmental and private organizations. Two useful approaches to providing the resources and mechanisms for applying technology to law enforcement problems are identified. First, national and defense technical resource agencies should begin to support technology development in this area. Second, private industry will require support and government coordination for adapting and developing current technologies.
