Three simulations project the backlog of state inmates in Texas county jails.
Abstract
Simulation 1 assumes a prison release/admission rate of 150 inmates a day and simulation 2 a rate of 130 a day. The release policy is assumed to have become effective on January 1992. Average time served for offenders in prison increases under both simulations. A larger prison population means more inmates will be eligible for parole. Either a 150 or 130 releases per day policy will result in a decrease in the parole rate compared to the current parole rate for the same number of releases per day. A decrease in parole rate will increase time served in prison. Simulation 3 assumes a prison release/admission rate of 200 a day, and the average time served for offenders in prison under this simulation will be maintained at approximately the current average of 20 months. Charts summarize the impact of the projected backlog under different release policies. 14 charts
