This report summarizes the services and activities of a federally funded program that supports drug law enforcement and law enforcement efforts against organized crime.
Abstract
The Office of Justice Programs Regional Information Sharing Systems (RISS) Program supports six regional projects that provide criminal information exchange and other related operational support services to local, State, and Federal law enforcement agencies in all 50 States. The number of law enforcement agencies involved in the project increased from approximately 1,000 in 1982 to 3,190 at the end of 1991. Seventy-nine percent of the members in 1991 were municipal and county law enforcement agencies. The growth rate for the number of principal criminal subjects maintained in project databases averaged 27 percent annually during the 1989-91 period. The growth rate for inquiries averaged 31 percent annually during the same period. Each project provides three services: information sharing, analytical support, and telecommunications. Optional services include investigative support, specialized investigative equipment, technical assistance, and training. At the request of the Bureau of Justice Assistance, the policy boards of each RISS project have explored possible alternative sources of project funding other than Federal support.
