The study identifies five trends that will impact significantly service delivery, including crime rates, gang violence, law enforcement budgets, domestic violence, and economic patterns. Several high-probability events that would affect these trends are examined: a large geographic area with a significant resident population is annexed as a single bloc, the local unemployment rate reaches 15 percent, street gang or racially based riots break out, the city's population reaches its maximum for the land available, and the approved staffing level of the police department is cut by 25 percent. The model strategic plan offers concepts for organizing the delivery of services and managing potential conflicts, while the transition management plan presents concepts for gaining acceptance and cooperation from recipient groups. 9 tables, 21 notes, 12 references, and 3 appendixes
