The report follows earlier research and reports aimed at identifying and eliminating racial discrimination in the criminal justice system. Using lessons from the experience of other organizations, the report considers what sort of race equality training would best meet the needs of courts, attorneys, the Prison Service, and the probation service. Several actions are recommended. The Home Office, the Lord Chancellor's Department, the Crown Prosecution Service, the Bar Council, and the Law Society should demonstrate their commitment to training as part of an overall strategy to implement policies regarding racial equality. This commitment must include a recognition of institutional or structural discrimination and a willingness to change it. All staff should receive training in support of race equality policies; staff involved in recruitment, selection, appraisal, and promotion decisions should receive training that will enable them to carry out their work in a nondiscriminatory manner.
