A total of 67,193 inmates were evaluated for a Certificate of Earned Eligibility and had an initial hearing before the Parole Board during this period. Among the inmates eligible for a certificate, 70 percent were actually issued a certificate, 19 percent were denied certificates, and 11 percent were granted noncertifiable status due to insufficient time in programs or other reasons. Inmates who received certificates were substantially more likely to be granted parole than the others, with 82 percent of those receiving a certificate granted parole compared to 37 percent of those denied a certificate and 55 percent of those granted noncertifiable status. The 16,048 additional releases resulting from the program represent a significant savings in terms of operating and construction costs. Tables
