Congress enacted this law in response to increasing concern about the nature and extent of crime on college campuses. The law requires colleges and universities to collect and disseminate statistics on campus crime beginning in September 1991. It is likely to achieve its first purpose, which is to encourage all campuses to develop security policies and procedures. However, it will probably fail miserably to achieve its other two stated goals, which are to provide uniformity and consistency in the reporting of campus crimes and to encourage the development of policies and procedures to address sexual assault and racial violence on college campuses. Finally, while the law requires a detailed report on an institution's security procedures, it is unlikely that this material will be reviewed or used in any meaningful way. Notes and 8 references
