This article examines various areas of the budget of the New York State Department of Correctional Services (DOCS), from the time when Governor Cuomo took office on January 1, 1983, through the end of 1991, so as to determine how DOCS has changed in that time.
Abstract
Agency spending overall has been determined by the 103- percent increase in the inmate population. The work force grew from 15,656 in fiscal year 1983 to 26,985 at the end of fiscal year 1992. The opening of 27 DOCS facilities since 1983 has raised the number of State prisons operated by the DOCS to 67. The significant 1991-92 fiscal year highlight is the DOCS' adding of more than 3,000 additional beds, mostly double bunking, than were funded in the original 1991-92 appropriation. Some of the issues examined over the period of this study are executive training, enhanced security supervision, security staffing overtime reduction, regionalized training, hiring requirements, facility accreditation, internal control, and computerization. Other topics addressed are correctional industries, alternative correctional facilities, drug commitments, shock incarceration, and academic education. A chart reviews budget items for each facility in the areas of facility operations, administration, support services, programs, and medical services. 4 tables
